City of Inez Awarded LEPP Grant for Body Armor

FRANKFORT, Ky. (July 30, 2010) – The city of Inez has been awarded $1,920 from the state Law Enforcement Protection Program (LEPP) to purchase body armor, Gov. Steve Beshear announced today.

Under LEPP, administered by the Kentucky Office of Homeland Security (KOHS), appropriate agencies can seek financial help for certain defensive items essential in the course of their duties.

“Through strategic assessment of need, purpose, local circumstances and availability of funds, we help protect our law enforcement officers who perform dangerous duties day and night,” Gov. Beshear said. “This also translates into increased community and citizen safety, so it’s a win-win situation.”

“I am pleased that the city of Inez is receiving these funds to purchase body armor,” said state Sen. Ray S. Jones II, of Pikeville. “Body armor has become essential for our law enforcement officers to do their jobs effectively. We can never take enough safety measures to keep our officers safe, but at least, body armor offers them some additional protection as they do what is required of them.”

“This is a very wise way to protect our Police Officers, they lay their life on the line every day,” said state Rep. Hubert Collins, of Wittensville.

In conjunction with the Kentucky State Police (KSP), KOHS derives income from sales of confiscated weapons.  KSP conducts periodic auctions – only to federally licensed firearms dealers – which generate dollars for the LEPP initiative. KOHS then assesses needs and, after prioritization, provides whatever funds are available in the acquisition of body armor, weapons, ammunition and electronic or muscular disruption technical devices often referred to as tasers.

“In trying to meet ever-increasing costs and necessities for law enforcement personnel, many city and county governments face severe constraints in local funding,” Tom Preston, KOHS executive director, noted. “This is an unfortunate reality. Not only are police officers often short of basic equipment but the public also becomes more vulnerable to crime.

“When we can help, even partially, in solving such a crisis we do so given the dollars available from confiscated weapons sales and through a situational priority basis.”

LEPP support goes to police agencies of cities, counties, charter counties, unified counties, urban-counties and consolidated local governments, sheriff’s departments and public university police departments.

Illegal sign removal ongoing

task for state highway workers

HIGHWAY DISTRICT 12 —State highway workers have an ongoing directive to remove illegal signs from state right of way. Illegal signs are routinely removed from state roadsides and intersections, particularly along four-lane roads and most state primary (two-lane) roads. This includes not only political signs, but signs for businesses, yard sales, flea markets, revivals, weddings, reunions, anything that is placed on state right of way or affixed to guardrail or any traffic sign.

“It is the state highway department’s responsibility to keep roads as safe as possible,” said Greg Couch, PE, Engineering Support Branch Manager. “Illegal signs interfere with operation of equipment used to mow shoulders and medians. They often cause sight-distance problems for motorists and make litter pickup difficult. They also pose problems for crews cleaning out drains and ditchlines, which is a priority during summer maintenance work.”

The district includes seven counties: Lawrence, Johnson, Martin, Floyd, Knott, Pike, and Letcher.
